The short answer

Kotor is the most beautiful sail-in of the Adriatic, deep in a fjord-like bay. The Old Town is a 5-minute walk from the pier. The famous climb up the walls is about 1,350 steps and has been a paid entry since March 2025.

  2. Come down and explore the Old Town.
  3. Optional: taxi to Perast for the island church.
  4. Be back at the pier 30 minutes before all-aboard if docked, 60 minutes if tendering.
Wise counsel

What goes wrong, and how to avoid it

Beware

  • About 1,350 uneven stone steps with no shade.
  • Very crowded when 3–4 ships are in (one day saw about 5,000 cruise visitors).
  • Traffic jams on the bay road.
  • Tender waits if anchored.

Do this

  • Bring water; there is little sold on the climb.
  • Wear real walking shoes.
  • Check the port's cruise calendar for how many ships are in.
Practical matters

Fees, money and access

Rules & fees

  • Cruise visitors pay a €1 town fee (AFP report, 2025).
  • Wall/fortress entry fee since March 2025 (amount unverified for 2026).
  • Climbing after 22:00 is prohibited (secondary source).

Accessibility

Old Town is flat but cobbled. The walls are steep steps only.

Money

Euro (€): Montenegro uses the euro although it is not in the EU. Carry cash for small boats and the fortress fallback.
